关于发展我市养老服务业

加快老年公寓建设的建议

为全面落实科学发展观,构建和谐XX,适应我市老龄化不断加快的趋势,根据民政部[2005]170号、国务院办公厅国办发[2006]6号以及湖南省人民政府办公厅湘政办

[2006]28号等文件精神,结合我市老龄化情况突出的实际,加快发展我市养老服务业、加强老年公寓建设,落实老有所养、住有所居,已经势在必行。

一、目前我市人口老龄化状况

按国际惯例,凡60岁以上人口占总人口比例达10%以上时,这个国家即进入老龄化社会,目前我国60岁以上老年人口为1.49亿人,占总人口的比例为11.3%,已进入老龄化社会。在我市,随着老龄化趋势的不断加快,据统计,目前全市共有60岁以上老年人口92.76万人,占总人口比例为15.26%,达到全国2020年的老龄化程度,经测算,到2030年,我市老龄化程度将达到30%,比全国提前20年进入更高程度的老龄化社会。

二、我市养老服务业发展前景

庞大的老年人口,必然产生庞大的养老需求。随着经济社会的发展,人民生活水平的提高,社会生活方式的转变,老年群体在日常生活照顾、精神慰藉、心理支持、护理康复

等方面呈现出日益增长的需求。同时,由于经济社会的发展,子女离开父母外出就业的越来越多,老年人“空巢”比例持续增加;由于家庭结构的小型化,现在4:2:1的家庭结构,使子女的供养负担成倍增加。在老龄化社会特别是重度老龄化社会,如何照养好老人,已成为一个突出的社会问题。因此,兴办一批适合老年人特点、有利于规模化经营的老年公寓等养老服务机构具有特殊的意义。

根据老龄化程度高的发达国家经验,老年公寓的需求约占老年人口总数的10%左右,按这个比例推算,我市有5—8万套老年公寓的社会需求。而现在我市还没有真正适合老年人居住的老年公寓,高质量老年公寓的建设已经非常迫切。

三、我市养老服务业发展规划

(一)我市养老服务业发展目标

根据当前我市养老服务业的发展需求,必须号召社会各界加强关注老年养老服务工作,以满足日益增长的养老需求为目标,积极探索“政府引导、社会参与、多元投入、市场运作”的养老服务业发展模式,加快建立与我市经济发展和社会需求相适应的养老服务管理体制,逐步形成我市老年公寓建设管理规模化、居家养老社会化的新格局,实现养老服务业健康有序快速发展。

(二)我市养老服务业发展运作模式

全面发展与突出重点兼顾。由于我市老龄化服务业管理

水平相对薄弱,养老服务业的发展刚刚起步,建议坚持养老服务水平与国民经济发展相适应,社会效益和提高经济效益相结合的原则,鼓励社会投入和加快体制创新相促进,实行全面发展与突出重点相兼顾,当前重点发展老年公寓建设与管理事业。建议在加快发展家庭养老院、社区老年服务中心等机构的同时,鼓励建设部分档次较高、星级管理的老年公寓,完善好配套设施,形成适应新形式需要的养老服务机构,并鼓励其采取多种经营方式,扩大经营规模。在稳步发展短期租住和长期居住养老方式的同时,鼓励购买老年公寓产权居住,以承包土地、自由房产、其他物业置换入住等经营形式。

创新养老模式,鼓励社会参与。在加快发展老年公寓建设的同时,积极支持兴办老年护理、临终关怀性质的医疗机构,鼓励医疗机构开展老年护理、临终关怀服务。根据实际情况,对开展老年护理、临终关怀的机构按规定给予政策扶持。并鼓励社会各界积极参与,大力发展社会爱心人士或志愿者参与养老服务业。

四、相关建议

为了贯彻国务院办公厅及省政府办的相关文件精神,将我市的养老服务业迅速地升上一个台阶,建议从以下几个方面完善政策保障措施:

(一)加强统筹规划。要将加快养老服务业发展纳入我

市国民经济和社会发展计划,统筹规划我市养老服务业发展的总体目标、布局、投资、用地等。建议政府在编制土地利用计划时,要统筹安排老年服务设施和活动场所用地,规划部门要将老年人服务设施纳入公共设施,统一配套规划。卫生部门要加强对老年病研究和防治、老年人康复、疗养等领域的规划。对符合城乡规划的新办养老服务项目,发展改革部门优先审核,国土部门优先安排建设用地,民政、工商、税务、卫生、规划等部门简化审批手续,提供优质服务。

(二)加强政策鼓励。认真落实财政部、国家税务总局《关于对老年服务机构有关税收政策问题的通知》(财税

【2000】97号),对非营利性养老服务机构,暂免征企业所得税,免征自用房产、土地、车船的房产税、城镇土地使用税、车船使用税。

同时,对老年公寓建设项目可参照社会福利机构和社区 福利服务设施项目,减免市政公用设施配套费。老年公寓的用水、用电按当地最优价格收费,使用电话及办理其他有关电信业务,执行住宅电话自费标准,有限电视收视维护费按居民收费标准执行。

(三)加大政府投入。为保证我市老年公寓的建设达到 一定的规模和效果,鼓励社会参与,建议政府采取行政划拨土地的方式,为老年公寓的建设和管理提供平台。并逐步加大对老年社会保障、老年福利设施建设、老年教育和老年文

化娱乐活动等老年事业的经费投入,民政部门要研究支持养老服务业发展的具体措施,积极支持和鼓励老年公寓建设和老年服务业的发展。

(四)鼓励社会参与。积极支持以公建民营、民办公助、政府补贴、购买服务等“官督民办”的形式兴办养老服务业,根据我省的XX等市先后建设老年公寓的先进经验,结合当前老年公寓建设的情况调查,建议由XX牵头,XX市房地产业协会组织,对我市老年服务业的发展进行充分的调研后,组建XX市老年公寓建设投资有限责任公司,就调整我市住房供应结构、加快老年公寓建设工作制定切实可行的方案,并报政府及相关部门批准后组织贯彻实施,以开拓我市老年公寓建设和养老服务业发展的新模式。

第6篇: 老年公寓建设实施方案

一、指导思想和基本原则

(一)指导思想

以邓小平理论、“三个代表”重要思想为指导,以科学发展观为统领,按照省委书记石宗源的讲话精神(《黔办通报》第一期)和地委、行署的要求,坚持以人为本、改善民生、构建社会主义和谐社会,扎实推进社会主义新农村建设,加快“威宁试点”工作进程,全面提高老年公寓建设管理和五保供养整体水平。

(二)基本原则

1、坚持科学规划,统筹协调安排。乡镇中心老年公寓建设要科学选址设计,提高防灾避险水平,要与社会主义新农村建设、小城镇建设和人居环境治理相结合,与当地经济社会发展总体规划、县城村镇体系规划、乡村规划、公共基础设施布局相衔接,建成黔西北民居特色。

2、坚持经济适用,保证质量安全。立足当前、着眼长远,因地制宜,根据各地自然地理条件和经济发展水平建造减灾抗灾能力强、造价适中的房屋,切实改善五保老人居住条件。

二、目标任务和基本要求

(一)目标任务

根据地委、行署安排,今年我县老年公寓建设共计18所,建设点分别为么站镇、二塘镇、东风镇、猴场镇、新发乡、哲觉镇、岔河乡、观风海镇、哈喇河乡、秀水乡、牛棚镇、玉龙乡、石门乡、黑土河乡、龙街镇、大街乡、兔街乡、板底乡。

(二)基本要求

1、建房方式

(1)对农村五保一级危房户改造实行集中建房,按照规范化老年公寓建设的要求,新建或扩建老年公寓,集中供养。

(2)各乡镇人民政府在老年公寓建设主体工程必须采用黔西北民居图纸统一建造,降低建设成本,确保工程保质保量,按时完成所有工程项目建设。

2、建房要求

(1)集中人力、物力、财力抓好老年公寓建设。

(2)老年公寓改建、扩建,应本着经济适用、功能合理、方便五保老人生活的原则确定建房面积,建房面积一般人均不低于20㎡。

3、建设规划

(1)各乡镇要严格按照乡镇中心老年公寓设计的施工图纸进行。

(2)新建老年公寓选址必须靠近学校或村公所,利于老人与学生及群众的交流,丰富老人生活。要尽可能利用荒坡、荒地,防止占用良田好土。同时还应具备突遇重大灾害紧急避险及转移安置场所的功能。

4、建筑标准

(1)新建老年公寓占地面积不少于3000㎡,床位数严格按照各乡镇设计数。建房面积一般人均不低于20㎡。

(2)新建老年公寓应具有起居室、卫生间、活动室等日常生活的居住用房和辅助用房。 (3)乡镇中心老年公寓应有一定绿化美化面积,必须进行道路硬化。

三、建设时间安排

老年公寓建设工作,从今年2月份开始,到今年12月前入住,分四个阶段进行。 第一阶段:准备动员阶段(2月1日—3月31日)。一是做好详细的新建扩建规划,完成选址及“三通一平”工作,出台实施方案;二是完成工程招投标和地质详勘工作;三是成立领导机构。

第二阶段:组织实施阶段(4月1日—7月31日)。一是各建设乡镇要全面动工,到7月31日前主体工程要求全部完工;二是开展督促检查(包括工程进度、工程质量的检查)。 第三阶段:组织主体工程验收及附属工程实施阶段(8月1日—8月31日)。由县人民政府组织相关部门对此次新建扩建的老年公寓进行验收。各乡(镇)要积极抓好附属工程的实施建设工作。

第四阶段:组织入住阶段(9月1日—11月30日)。各乡镇人民政府要做好五保老人的入住工作,确保在2010年12月份以前全部入住。

四、资金筹集及拨付方式

(一老年公寓建设工程资金除上级危房改造款外,不足部分由县财政据实解决。

(二)拨付方式

老年公寓工程启动后拨付30%,建筑主体工程过半拨付30%,主体工程完工后拨付20%,全部验收合格后,拨付剩余资金。

五、保障措施

(一)加强领导,明确职责

乡镇中心老年公寓建设是改善民生,推进社会主义新农村建设,构建社会主义和谐社会的重要工作,各乡镇党委、政府及有关部门要高度重视,必须把老年公寓建设纳入重要议事日程,作为当前和今后一段 资金筹集

老年公寓建设工程资金除上级危房改造款外,不足部分由县财政据实解决。

(二)拨付方式

老年公寓工程启动后拨付30%,建筑主体工程过半拨付30%,主体工程完工后拨付20%,全部验收合格后,拨付剩余资金。

五、保障措施

(一)加强领导,明确职责

乡镇中心老年公寓建设是改善民生,推进社会主义新农村建设,构建社会主义和谐社会的重要工作,各乡镇党委、政府及有关部门要高度重视,必须把老年公寓建设纳入重要议事日程,作为当前和今后一段时期工作的重中之重,认真履行职责,切实抓紧抓实抓好。

民政部门:做好前期地质详堪与工程招投标工作,主动与危改办沟通协调,强化对老年公寓建设的督促和指导,确保在农村危房改造中老年公寓建设落到实处。 财政部门:切实履行好资金协调职责。

建设规划部门:切实履行好老年公寓规划设计职责。 国土部门:落实建房用地审批优惠政策并办理相关用地手续。

公安部门:负责老年公寓所需民爆物品申购、相关手续办理及建设中的社会治安工作。 林业部门:负责老年公寓建设中建房所需木材砍伐指标的办理。

农业、水利、电力、交通、畜牧、卫生等部门:落实老年公寓改造工程项目的基础设施和配套设施。

工商、税务部门:落实老年公寓建设的有关税费的减免。 监察、审计部门:加强对老年公寓建设资金监管。

(二)政策支持

2010年18所老年公寓建设工程,时间紧、任务重,民政、建设、国土和涉及乡镇要集中精力,特事特办,在严格招投标程序、严格工程监督的前提下,灵活、简便、快速地加大工作进程,确保在4月全面动工。

各相关部门要认真落实好省制定的有关支持老年公寓建设的工程的措施,力争把国家的有关政策用足用好,做到能出的政策坚决出,能给优惠坚决给,减免的税费坚决减免,要在项目立项、用地审批、资金投入、税费减免、金融支持、配套建设等方面出台一系列优惠扶持政策,为老年公寓建设工程提供良好的政策环境。

(三)监督检查

监察、审计、财政、民政、建设等相关部门要通过制定老年公寓建设工程资金使用管理办法和工程质量监督管理办法,切实加强对工程质量、工程进度、资金使用管理的督促检查,严肃纪律,确保工程质量和资金安全、高效。同时加强新闻谋体、社会监督。
